Shelter Plus Care
Shelter Plus Care is a rent subsidy program that is sponsored by HUD. MAP works with four partner
agencies to provide rent subsidies with supports to 80 homeless individuals with disabilities. The
rent subsidy program allows landlords to collect fair market rent for an apartment, while the tenant
pays only 30% of their income for the unit. HUD subsidizes the remainder. MAP administers 47
vouchers under two programs: tenant-based and sponsor-based. The tenant-based vouchers are
available to extremely low-income homeless individuals that are able to sign their own leases, but
fall into the eligible income level. MAP insures that the rent is paid to the landlord and intervenes
if there are problems. In the sponsor-based program MAP leases units and sublets to persons with
historical issues that prevent them from renting on the open market. These issues may include:
past history of evictions, poor credit, or a previous criminal record. MAP has had a very positive
experience with the program and works cooperatively with the local landlords to give people a
second chance while being certain of programmatic support. For more information contact the SPC
Administrator at the MAP Ann Arbor Office.
